Motability car for epileptic

I seem to be full of questions recently, and I am grateful for all the help you lovely people have given me. This question came out of a conversation I had with my brother over Christmas when we were discussing him being a named driver on my motability car when I finally get one.

The situation is that although I qualify for a car now under the scheme I can't legally drive until I have been seizure free for 1 year. I haven't had a seizure whilst awake since early June 2019, if I have them whilst asleep I am not aware of it. I believe that I do occasionally have sleep seizures due to things like my bedding being tangled, waking up feeling disoriented and just 'off' in a certain way that I associate with previous post seizure feeling.

The issue I have is that on my sick certificates provided to both my employer and to the jobcentre the reason for incapacity has remained as just 'seizures' since I first became ill in May 2018. My doctor knows that I haven't had a seizure since my medication was (after several combinations were tried!) altered to my current prescription, but as the sick notes were just extended they didn't change the reason. I am concerned that if I did apply for a car in June when it would be legal for me to drive that I would either have problems with the insurance not being valid, or be in trouble with the DWP for my sick certificates being inaccurate, or even have my PIP/UC/ESA awards become invalid and/or be accused of fraud. At the time I completed the forms for all of these the information was correct with regard to my seizures. At my PIP assessment it was too early to state that I was seizure free as I was still in the process of switching and increasing my dosage of epilepsy medications, and at my ESA assessment I stated that I had been seizure free since my newest medication but didn't state (and wasn't asked) for the date of this and I did express my honest fear of having seizures in future.

I would benefit greatly from having access to a vehicle and although I understand that my brother could drive me it would have to be for my benefit and as he is currently looking for work I can't expect him to be available to drive me around. I was hoping so much to get back some independence by having a car when I'm hopefully in my new flat along with having a dog but now I'm wondering if I'm going to have to wait a lot longer than I had hoped. I'd appreciate any advice.
