Best Leash for a Stubborn Beagle

So my little guy is quite the stubborn one and definitely when his nose gets going I have alot of trouble controlling him. Im under 100 lbs and not the strongest so he definitely can pull me whenever/wherever he wants to….
My fear is he’ll head to the street and Ill have to let go or he’ll take me with him. What leashes do you recommend? I’ve tried a harness and it seems to give him more leverage.
Any help is appreciated :)
