Do I play everyone?

One of my players decided to have 2 characters to play that were sisters. But they asked me to run dialogue between the two characters. I thought as the PCs character, if she wanted them to talk she would be able to do it herself, but it seems she wants me to roleplay as her backup character.
My question is, do you make the dialogue that the other PCs say? Or is that up to the player to make that happen. She's unhappy I don't want to play her 2nd character when she isn't actively using her.
