They essentially need to be tricked into doing it. Friendly neighborhood bandit says it's for the greater good kinda deal.
Target: dwarf with lots of minerals in the back of a wagon (true loot is map) Possible excuses: need the wagon and minerals to help build our struggling community This guy robbed us a while back
Tldr players will realize they have been tricked shortly after capturing the npc, I just don't know how to convince them to do it.
