How should I make an encounter where the PCs need to get a license?

So my PCs are in a city where there is a rail car system that they want to get a free use license for throughout the city. They have a railcar but they'll need to go to the licensing department to get use of it in the city. How do I make a fun session out of this? The city is pretty bureaucratic so lots of frustration with redundancy and what not are not far off the mark. What would a fantasy DMV look like?
