Question about the Ki-fueled attack feature in Tasha’s cauldron?

So in Tasha’s Cauldron of Everything (amazing rule book btw) one of the new optional 3rd-level monk features called ki-fueled attack says “if you spend 1 ki point or more as part of your action on your turn, you can make one attack with an unarmed strike or a monk weapon as a bonus action before the end of your turn.” Does this mean that they could do this without spending ki points if they’ve ALREADY spend one on something else? For example if someone uses flurry of blows they could use this for free? For comparison, actions which cost a ki point will usually say “as an action, you can spend 1 ki point to...” I’m just making sure since I’ve been known to misread rules and implement them wrong lol. Thanks for any help!
