Sinking quickly on purpose - any practical rules?

My party ended their last session in a pretty weird predicament.

One of the party is currently several hundred feet underwater and in a lot of trouble. The party needs to get down to help the lone party member, but none of them have a swim speed. Does anyone have rules for sinking when encumbered? If they can't think of a better idea, then they might just jump in with their armor or while holding onto an anchor line or something.

Anyway - does someone have a simple mechanic for figuring out how far you can sink straight down per round?
