Struggling with criminal organization ideas for a modern campaign

In my modern dnd 5e campaign my players are heading to a place called The Sister Cities. Essentially these used to be old elven trading capitals that fell to corruption and the local Thieves' Guild. Since those times there has been a sort of rebranding, as the remnants of the Elven trade families and the Thieves' Guild have legitimized their rule under the corporation Brivera (my setting is a corporatocracy).

Brivera essentially deals in money laundering, banking, investing, all in a fairly seedy way of course. As far as their competition in the Sister Cities so far I have a group called La Famiglia which is led by a fairly old outcast noble from one of the Elven families. This one is very classic Godfather.

Then there's the Kehr-Garaki sort of an outcast, dredges of society type deal led by a very old Lizardfolk druid (this one has a lot more going on in terms of the overall narrative but it doesn't really matter here).

And that's all I have for this first city. I'm looking for something that could be a good foil to these three other powers. The other two cities are a ways off so I'm not too worried about them but I already have some stuff planned for them anyways.
