Need help designing combat encounters to fit party comp

I run a game set in MHP's Dark Matter supplement, which is a fantastic mix of SciFi and fantasy. The SciFi element of course includes guns, and guns are very prominent in the setting; nearly all humanoid enemy stat blocks have some kind of gun.
One of my players wants to have a mostly melee build. I want to make this work for him, but I don't know how to go about it. Should I have enemies that don't have guns? The ranged players will just mop the floor with them. Should I disable the players' weapons? That's taking away their agency and feels dirty.
