Mega Dungeon Advice

I plan on making an adventure(s)/campaign based around a mega dungeon, but I have a few questions, so here goes:

1.) I want the to start at level 1, and progress as they go up the tower which will be the dungeon. My problem is that I don't know if I want my dungeon floors to be based on single levels (like lvl 1 goes to 1st floor, lvl 2 goes to 2nd, etc), a range of levels (floor 1 is for lvls 1-3, or similar) or if I want to allow much higher level encounters to happen lower down, to scare or intimidate pcs. I do intend for it to be relatively deadly, and have a decent if not high amount of traps.

2.) How involved should the surrounding town be to the adventurers? They will of course be forced to go back to town to resupply after getting as far as they can, but should I have encounters in the town, and build up the enviroment to make it feel like an actual town, or have it as more of a supply depot so they can focus on the dungeon? I personally prefer the former, but I've never played or ran a mega dungeon before, so im not sure how big the towns role should be to make it most fun.

3.)I have 0 clue how to handle resting. My plan is that you will be forced to rest in the dungeon (both short and long), as to regain hp and spells and the like (also gives more of an emphasis to classes that take advantage of short rests, like warlocks). The problem is that I don't know how to handle encounters. I dont want short rests to feel 100% safe, and I want long rests to be dangerous, but necessary. Should I involve wandering monsters, or maybe ambushes? Even for short rests, which generally dont have encounters?

You might have also been able to tell, but this style is somewhat based around the anime "Is it wrong to pick up girls in a dungeon", as I like the consept of a large tower full of mistery and monsters. I will probably start work on it soon, so if you all want to see ore i can keep you updated.
