Hi guys and gals. I'm going to be starting and open world campaign and I'm debating how to run the story part. So the basic story is that a worldwide cult organisation is planning to release 'The 12'. They are 12 gargantuan monsters that were captured and trapped during a war fought 1000 years prior. The first half of the campaign would be working out who's in charge, what their plan is, and trying to hunt him down. The second half will be taking down 'The 12'.
Im not sure how want the story progression to work, maybe similarly to an open world video game. Like in Fallout 4, you go to Concord, meet someone, they guide you to Diamond City, meet someone, the guide you to Fort Hagen, etc. with lots of exploration and side quests along the way.
And lastly the second half of the campaign hinges on them failing to kill the leader of the cult. Now this is easy to prevent, however it feels a bit cheap to force a must win on the bad guys. Taking away some player agency in the process.
Any advice, or just general thoughts would be much appreciated.
