PhD - Can I approach a potential advisor develop a project proposal together with them if I am self-financing?

For Denmark, I am aware that the most common way to get into a PhD is to apply for a vacant position. I am currently applying for one at DTU.

However, with the chance that my application at DTU is not successful, assuming I still met qualifications, is it possible for me to still approach the advisor mentioning that I can self-finance a PhD? I suggest this because I feel among the schools I have looked at, the structure of the DTU PhD program is the best fit for my goals and I am very interested in the research done by the group I am applying for. I would feel gutted to not be able to do my PhD there.
