Should I dilute individual essential oils before mixing them?

Yesterday I bought a pack of essential oils, some sweet almond oil (it was the cheapest) and some other material to try to get into perfumery. I mostly plan to use my fragances for my appartement rather than on my skin.

I'm watching a video on youtube a the guy recommends making at least a 10% and 1% dilution of each individual ingredient.

Does this also apply for essential oils? Should I dilute them individualy before I start mixing them?

If yes, should I then add more carrier oil to the final mix?

And which ratios should I use?

As I said I plan to use these mixtures mostly for home fragance, probably with a diffuser.
