How do I clean this wall? I can’t even tell if it’s paper or paint!

Hello,

I’m trying to decorate the box room in my house, and I’m having a nightmare with the walls.

After having a relatively easy time with the other rooms, I’m struggling to prepare the walls for painting.

On one wall, it was paper that just peeled off as the glue was rather weak. However, on the other walls, I have no idea what has been done to it.

I initially put the steamer on it, and I’m pretty sure someone has painted over paper. The blue paint was coming on like a skin, where I could peel it off in large pieces.

Underneath was white paper, but as I’ve taken that off, it’s revealed green and red.

Now I’m at the point where I’m struggling to remove it. I’ve tried the steamer, warm water with fabric conditioner in it, and now wallpaper stripper. It doesn’t seem to improve, and the scraper just glides over it.

Can anyone please help?!
