Painting a new build house

Hi all, in our new build the walls are plaster, and they've been painted with Delux Supermatt Almond white, its nearly been a year and so I'm considering painting a few rooms.
Can I paint straight over the super Matt with a Delux tough and washable vinyl paint? I've only ever painted in older houses and just painted straight over the top after a light sanding previously.
