Basement walls or foundation concerns?

This is the wall in our basement of our 1910s home in Wisconsin. This layer is coming up or missing in various places. Is this a Kilz type moisture/mold layer that we can keep picking away at and then repaint? Or am I uncovering a whole other beast by picking at loose edges? We're 1 year into our first year home and the feelings of defeat/overwhelm/what have we done are HEAVY.

Note that humidity is high and we definitely get moisture/seepage in this unfinished basement. We are working on finding someone to work with grading/foundation. Please help me convince myself and my husband that we're not doomed.
