I have ground cover and rocks on top of the ground cover, but weeds grow everywhere as shown in pictures.
How do I permanently stop the weeds? Is there a way?
Looks like it's time to re-fabric.
Rake up rocks, lay fabric.
Power wash dirt out every 1-5 years. Really depends on what happens during rains. If your rocks get runoff from yards you'll want to wash the dirt out more often.
You still might get the random weed. You can decide if you want to pluck or poison. Just remember if you poison l, but don't pluck that weed will turn to dirt.
I usually power wash my rocks and do a coat of preen after the last freeze every 3 years.
