Requested a refund for an item that has not arrived. Seller used Covid as excuse. What should I do?

I ordered a shirt from seller dhreliablestore888 on March 24. Estimated arrival date was May 17. The shipping has not been updated since April 11 where it says "flight departure." I previously asked the seller to see what was going on. They said they would ask but thy never got back to me.

Now that it is past the estimated arrival date, about 2 months after order, I requested a full refund. In response the seller sent this:

"Hello, the epidemic situation is serious all over the world. China Post gives priority to sending a lot of medical materials donated by China, so the package delivery will be delayed. Please understand. Thank you"

Well, for starters I paid extra for epacket so I don't think that goes through China Post once the flight departed. Also I ordered a pair of shorts on the same day but from a different seller and they arrived a month ago.

Do you think he is just using this as an excuse or that it has taken too long and I should still pursue a refund? Or do you think I should continue waiting well past the arrival date?
