My dad remembers a villian in a dc comic and can"t remember who they were, my dad was born in the 60s and doesn't keep up with modern comics at all so it's nothing too new.
He remembers the character being kept in a metal cylinder with an eye slot in arkham asylum, however it could have been a different prison. He also remembers the villian as being able to drive people crazy just by whispering to them.
If anyone has any hits as to who this villian might be, please tell me.
