Has anyone recently registered a previously owned firearm with MPD because if so, I would like to hear your experience. This isn't my first Rodeo and on several occasions I have registered my previously owned firearms with MPD. What they've done in the past is that after they accept my paperwork, right there on the spot they would stamp the back of my PD-219 with the date confirming reception of my paperwork so that I would have some document proving my legal possession of the firearm in the District while I wait for the actual registration certificate to be issued.
I went to MPD last week to register some previously owned firearms that I already lawfully own and the lady processing paperwork looked at me like I was insane when I told her what I was doing. She then proceeded to tell me about all the paperwork that I needed to submit for previously owned firearms as if I did not have them with me. She yelled at me when she thought I did not submit a receipt of the firearms though it was in her hand. I thought I was home free, but then she yelled at me because my PD-219 did not have a Manufacturer's ID No. which I have never included in the past. I politely asked her where I could find the Manu. ID No. because I had no idea what this meant. She was about to kick me out until I figured out that it just meant the MPN or SKU for the gun.
At last she accepted all my paperwork and I paid the fee. She told me I could leave, but I asked her about stamping the back of my PD-219 so that I could have proof of lawful possession in DC like so many officers have done before her and she was completely flabbergasted. She told me that she had no idea what I was talking about and that I just had to wait for the registration approval. When I pushed a little more she yelled at me and said that she did not care what other officers did because she does not stamp PD-219s PERIOD. Needless to say, I left and was just grateful she didn't cancel my pending applications.
I'm just so confused. What is going on in MPD with regards to firearms? No one has any idea what the law is and every officer seems to have different policies when it comes to firearms. A couple of months ago I had to print out the DC Code to explain to an officer, who was about to deny my AR registration application, that ARs with fixed magazines are not subject to the prohibition on "Evil features."
