Playing Battle Cards Outside of Restrictions

First example you’re playing Hatchhyack. Can you activate skills on non-black battle cards that include playing the card like Heroic Duo Videl? And if you do does the card just go to drop?
Second example is similar but you’re playing a different deck and you’ve played Android 16, Energy Amplification previously in the game. Can you activate the Counter: Play or Counter: Counter skills on Baby, Golden Avenger? And where would it go?
