The Molten Heart of Selig turns your mana into a second health bar - replacing each 1% of health you would have lost with 3 mana. For all intents and purposes, that counts as mana spent, and it causes Static Surge and Chain Lightning Enchantment to trigger reflexively on taking damage.
With that in mind, is it possible with the right affixes, stats, and aspects to crank up the mana regen on that reflexive Chain Lightning to regain at least 100 mana - refunding the "health" lost to cast it?
