Rob’s ak47 boot choice

I’ll start out by saying that I have no clue what I’m doing when it comes to making builds. I am grateful that there are people out there that take that work seriously so I can focus on enjoying the other content of the game.
I am curious if anybody can tell me why choosing boots with the metamorphosis aspect is better than say something like Yen’s boots that would give a free skill cast every eight seconds. is it just for being able to get specific tempers on your item or some other reason?
