Gate with Loot (possible spoilers)

In V's initial Megabuilding H10 - Atrium Apt there is a gate with lootable chest on the inside that for some reason can not be gotten.
The gate is outside if V's apartment and down a flight of stairs leading to the makeshift gym area and Wilson's Gun Shop.
Is there a quest connected to this gate or a key that I may be missing? Im a loot goblin and it annoys me i haven't been able to get that chest.
