Ability Cap?

Question about ability, is there any cap to how much ability you get for evolving/de-evolving high leveled digimon?
In other words, if my level cap is 71, will the amount of ability I gain continuously increase until that level cap? Or is the ABI capped by whichever level you're at (mega, rookie, etc.)
Finally, what's the best to switch between to maximize ability?
