Soooo what happened to the supposed 31 million dollars presale?

Serious question if anyone knows. Gate.io start ups always hit roughly 30 mil. Regardless of the coin. And USA residents aren’t allowed to participate. Is that just a fake number to draw interest or is there an actual explanation? Seems like 31 million shoved in would really show in the charts.
