What are the best countries to move to find cuckold couples in Europe?

I'm a international student coming from a third world country and I'm studying in a Eastern European university. I want to live my life as a bull for as long as I can and I'm serious about it. I am graduating in 2025 and I want to move to a more welcoming country where I won't be juded or hated. It is pretty hard to find couples who are actually serious about this lifestyle in this part of the Europe.

I'm looking for a country and a city which isn't saturated with black/brown people and also welcomes foreigners. Right now I'm thinking of Germany and Italy, but I'm not sure if they are the best options on the table. I'd like to hear opinions from EU citizens on this
