Maintaining zero card fees in foreign countries?

I have looked on the CDC site and can't find an answer to this.

I've had the $4,000 level card since early 2020. Royal indigo.

Up until about 25 Dec 2022 I was able to use the card anywhere in the world and pay zero fees on POS, but I think also at ATMs (unless the ATM chaged a fee). Including no FX fees. Now transactions mention that there is a 2% fee, which is pretty good, as I know I've been charged up to about 10% on AED cards and 4-5% on GBP cards.

I believe that if I upgrade to the $40,000 card, I will again be paying 0% on these international card transactions. Is that correct?
