-Console- Trouble Interacting In Coop

Marriages, fealty, any interaction we try never pops on the other person’s screen. Has anyone had this issue or know of where to look? We tried the joystick situations page and nothing ever popped. He kept having the option to make me his vassal and I the option to swear fealty but the other player never got the option to respond.
