Are you able to set the cultures of random nations?

Playing a War of the Kings game with my friend and I want to create a bunch of random races (For example making the whole of the UK high elves) but the issue is that they're currently a mix of random cultures. I can set the culture for the ruler but all his lands will still be the old culture. Is there any way to change that? Or do I just have to go in one by one and tell them to set culture and hope they stick with the idea.
