In the earliest start dates has anyone actually seen Norman/English culture form without player intervention?

I've been trying to get English culture in one of my games as England and I've realized I've never actually seen Norman or English culture form on its own.

It seems like every time a Norse character gets a french or Breton county they just swap to french or Breton almost immediately without letting Norman even form. Even english rarely forms in the 1066 Start for me because William just flips to anglo-saxon.
