I tried adding new education traits and am having some problems

I'm making myself a mod. I added five "legendary" traits that are basically Level 5 versions of the other traits and come with some extra boosts to opinion, levy size, health, etc. I'm trying to add events that upgrade a Level 4 trait (whilst staying really rare for balance reasons), so I added a "random = no" tag to my traits. However, randomly generated courtiers are still getting the traits. Why is this? Is there something special about education traits in this respect?
