Best capital for a Zoroastrian Persia?

Planning on doing an Rostam start and need advice on which duchy is the best in the Persian region. I see that Baghdad is really good but is the special buildings only for Muslims? Bc if that’s the case imma have to skip it. I was originally gonna go for a Zoroastrian holy site in the region with the best terrain but idk what duchy that’d be.
