Why is Frisia titular in CK2+ and how do I form it?

I decided to go Frisia at last, but in CK2 the kingdom is titular, and has a creation condition "Is not titular or has a ruler"
Neither of those can ever be true now, so how do I form it?
I control the three duchies in the netherlands btw, Gelre, Holland and Brabant
