The Baron's Ambition, with Aggressive Ballistic deals 51 on a headshot, making it kill faster than the Qullim's Terminus, Unseeing 's Eye and Bretomart's Stand. With HMG boots, it get 90 bullets from one heavy pickup so you can pretty much run rampage with it until the next heavy drop. The base stability is good enough and the range is okay but you need more so it won't suffer from the Ghost bullets like the Terminus.

Ideal roll would be: Agg.Bal/Counter Balance/Smallbore or Rifled Barrel/ Rangefinder or HH.
