Issues with tools and backgrounds

Are there bugs with the character backgrounds and associated tool proficiencies? Spy background is supposed to include the thieves tools and poisoner's kit, but when I start a campaign with that background, the character has no tool proficiencies at all! Seems to be a trend, I've rolled multiple characters but only a few seem to have properly working backgrounds with proficiencies, specifically the acolyte, aescetic, academic, and wanderer seem fine, not sure about others.
