Have scrolls changed in 5e?

Last time I played D&D the whole point behind scrolls was to give non-magical players the ability to cast spells so long as they could read the scroll. ๐คจ Today I just discovered that while playing The Lost Valley my Spellsword can use more scrolls than my Warlock can! ๐ค
