Beginner who needs help reading a few symbols and numbers!!!

So I’ve done a few projects and decided to take a leap at a big but beginner friendly project! I know all the abbreviations but need help reading the (*) symbols and do I single crochet the numbers at the end of each round or is that letting me know how many single crochets I should have at the end of each round? Any help is appreciated!!!
