When is substrate other than paper towels safe?

I have had my crestie for about 3 months now, and I believe he was 2 or 3 months when I got him. He eats daily and seems very healthy and active. Iām looking to upgrade his tank to a large, taller size. When can I switch him from paper towels to coco fiver substrate?
