Has anyone noticed an uptick in transactions being declined and the cause is the payment processor?

I've been using my Chase Sapphire Reserve and randomly transactions would get decline. This has happened on Grab (Uber/Doordash for SE Asia), Twitch (I'm in the US), and other online vendors. The only consistency is that the its always the payment processor; per merchant investigation. Them switching the payment processor fixes it.
I'm wondering if I'm the only one experiencing this?
