Are Chase offers completely random or is there a method they use?

Title says it all. Is Chase more or less likely to give you an offer for somewhere you actually shop at? I get a bunch for Starbucks and Dunkin which I use but the rest for the most part are places I’ve never purchased from. I’ve seen in the past offers to Chick fil a and a chain grocery store that I shop at and I did not get those offers. Just curious if anyone had any insight on this. Also anyone know if Big Lots sells 3rd party gift cards? Just got a Chase offer there and gift cards aren’t excluded so I’m guessing maybe not lol
