What Does It Mean When I Have Two Different Interest Charges On Same Card?

On my last Citi Statement, I was charged $3.20 interest at 22% whereas Balance Subject To Rate was $176. BUT, underneath charged another $3 interest at 18%, whereas Balance Subject To Rate was $205. Keep in mind my unpaid balance remaining from last month was only $250. (Yes, I know I should have paid off in full, but couldnt afford to.) My question is why am I being charged interest on a combined balance of nearly $400 and at two different interest rates? I figured I'd ask here first before calling Citi.
