Do Paypal Transactions Count Towards "Online Payments" For Citi Custom Card Promo?

Currently Citi Custom Cash card is offering 5% CB for all "eligible" purchases made over the web in addition to your top spending category (at least it is an offer they sent to me). I am just trying to determine if purchases made via Paypal online count as online purchases? I already made a few smaller paypal online payments using the card, but cannot tell on my account if I am getting 5% CB for them since Citi doesn't post reward points until statement closes.
