Charge Pending at FNBO _ BP

I've had a charge pending at FNBO on my BP card for three days. I want it to post so i can pay the card in full and not have to pay next month. They won't let me pay over the statement/full balance. Payment due date is late next week.
Who decides when they post? The card/bank or the merchant?
