I just got PayPal Cashback Mastercard, can businesses charge me a merchant fee without telling me first?

I got the 2-3% PayPal Cashback Mastercard & yesterday I went into a bakery to buy something. The cashier told me “We charge extra for every credit card purchase,” I’ve heard this before but:
My question is, can all businesses charge me extra to cover their merchant fees? (Especially at self a checkout & when I don’t use a cashier).
If so, having a cashback credit card is hardly paying off for me, I use it mostly for gas & groceries.
