How strict are Amex Offer terms?

I have an Amex Offer for $250 off $1250 at Qantas. Terms say it must originate in the US and be Qantas operated. Any idea if Amex is verifying that somehow? Or will a charge from Qantas over the threshold trigger the benefit?
