Reddit themselves have a rule against 'self promotion'?

While doing unrelated research regarding moderating a different sub, I stumbled upon this paragraph on a website.

" 3. Limit Self-Promotion. Reddit has strict rules about self-promotion. If a large portion of your posts are linking to your own content, this might trigger the spam filters. A good rule of thumb is to follow the 9:1 ratio: for every 10 posts, only one should be self-promotional, with the rest being valuable contributions to the community."

I'm wondering if anyone knows if this is outdated or current information, and also if its why us as creators tend to have a difficult time on this website.
