Witch items could be legal?

My friends and I thought about adding some items for a semicompetitive ruleset. Z-droping into Nairs is for example a big part of ROBs gameplay. With items some characters would have tge chance to extend some combos and to explore new ones. Some items are unfortunately very unbalanced. Has anyone any suggestions or experiences on this topic? Is there an itemruleset we don't know about? Thank you for your time! (no... we won't add Pokéballs)

Edit: After testing a lot we came to the conclusion that mr Saturn and the froster are the only remotely balanced items. But they are still to unfun so we decided against an semicompetitive itemruleset. I would not recommend trying it. Just use items for fun instead
