I can’t get mods to work on FFVII Remake

So I have the Codex version but whenever I put mods into the pak folder or the ~/mods folder in the installation directory they won’t load. I dunno if I’m missing something or doing something wrong, other people have said they’re using mods with the crack. But I can’t get my mods to load in the game and really wanted that Cloud dress.
