What does it means when it says service interruption but no ETA?

There’s a banner across my Cox app that says Service Interruption: This upgrade will take place automatically and there is no action required on your part.
Normally it lists a restoration time down at the bottom but it’s blank.
Could this be an actual upgrade? My internet blipped for a bit but it’s on right now and I have full service speed.
